Research and assessment coordinates the district’s balanced assessment program and supports teachers and administrators in the use of data to monitor the success of each and every student.

Assessment Program

Standardized Assessments are tests that are given outside of the curriculum and instruction process. They are typically purchased from a test vendor and provide normative comparisons at the national or state level. The timing of the administration of assessments is more closely related to the school year calendar and program decision-making timelines, than to the pacing of the curriculum and instruction in the classroom. They are used to measure student progress toward meeting grade-level standards, predict performance on state accountability tests, triangulate data for program decisions, screen students for remediation or enrichment, and identify relative strengths and weaknesses in district curriculum and instruction practices to inform professional development and curriculum resource decisions.

We administer several standardized assessments to monitor student academic achievement, academic growth and preparedness for college and career goals. They fall into three categories:

  • State Accountability Tests: These tests are mandated by the state and are used to measure student attainment of Minnesota Grade Level Standards, school/district effectiveness and student readiness for MN State College and University courses.
  • District Standardized Tests: These tests are purchased by the district and administered to inform educational programming and instructional decision-making.
  • National College and Career Readiness Tests: These tests inform students, parents and staff on student progress toward national college and career readiness standards.

Minnesota Accountability Assessments

Access

ACCESS for English Language Learners and Alternate ACCESS for English Language Learners is the state required English Language Proficiency assessment for all students identified as English Learners in grades K-12.

Duration:

  • Listening: up to 40 minutes
  • Speaking: up to 30 minutes
  • Reading: up to 35 minutes
  • Writing: up to 65 minutes

Results: Each year, MDE sends paper Individual Student Reports (ISR) to the school district. Once received, ISRs will be shared with you by your child’s school or teacher. RPS families can also view their child’s ACCESS scores in Skyward Family Access.

MCA

Minnesota Comprehensive Assessment is required by the state and measures student progress toward Minnesota academic standards in Reading (grades 3-8 and 10), Math (grades 3-8 and 11), and Science (grades 5, 8, and HS).

Duration: Untimed

Average: Reading (2.5-3.5 hours) - Math (1.5-2.5 hours) - Science (1.75-2 hours)

Results: Each year, MDE sends paper Individual Student Reports (ISR) to the school district. Once received in the district, ISRs will be distributed during August Back-to-school events or during fall conferences. RPS families can also view their child’s MCA scores in Skyward Family Access.

 

MTAS

Minnesota Test of Academic Skills is an alternative state assessment for which students with significant cognitive disabilities may be eligible to take in place of the MCA.

Duration: Varies by student

Results: Each year, MDE sends paper Individual Student Reports (ISR) to the school district. Once received, ISRs will be shared with you by your child’s school or teacher. RPS families can also view their child’s MTAS scores in Skyward Family Access.

District Standardized Assessments

NWEA

Measures of Academic Progress (MAP) assessments are administered twice annually to all students in grades K-8 in Math and Reading. These assessments are used to monitor student achievement and growth as compared to student-alike groups nationwide.

Results: RPS families can view their child’s NWEA/MAP scores in Skyward Family Access.

COGAT

Cognitive Abilities Test includes Verbal, Nonverbal, and Quantitative assessments and is used for student advancement identification.

Results: RPS families can view their child’s CogAT scores in Skyward Family Access.

Nationally Recognized College Entrance Exam

ACT plus Writing

According to Minnesota State Statute all school districts must provide high school students in grades 11 or 12 the opportunity to take a nationally recognized college entrance exam before graduating. Rochester Public Schools offers the ACT plus Writing to all students in grade 11 in the spring.

Parent - Guardian Assessment Information

Student Participation in Statewide Assessments
Minnesota Statutes, section 120B.31, subdivision 4a, requires the Minnesota Department of Education (MDE) to publish a form for parents/guardians to complete if they refuse to have their student participate in state-required standardized assessments. It includes some basic information to help parents/guardians make informed decisions that benefit their child and their school and community. The form to meet this legislative requirement is available at the link below; it was updated in May 2018. When completed, it must be returned to your student's district; your student’s district may require additional information.
